This appears to refer to a city. Which
city is being referred to? Jeremiah
chapters 50-51 refer to a country of Babylon.

of the most basic principles of understanding the Bible is the context.
Babylon in the Bible can mean a city, it can mean an empire of which the
city of Babylon was the capitol, or it can mean a system aligned against God.
The context of both Jeremiah and Revelation will make this clear if you
carefully read and study the chapters about which you ask.
